CHRC feels deeply the loss of a sister organization as the CCA announces it is closing its doors -- after 65 years.

As we said in our release: A passionate, articulate and unifying voice for Canadian arts and culture has been silenced.

Canada's cultural sector is diminished -- we are diminished as a nation.

The CCA was created to be and has succeeded in being both a scribe for and an actor at the centre of our arts and culture since 1945. Over the years, its Boards and staff read as a who's who of Canada's cultural life. They have carried the voices of artists and championed their causes with courage and conviction to national and international stages.

We must band together to ensure that almost 7 decades of history of the cultural life of our country, which lie within the corporate memory of the CCA, are not lost in the waste bin or to the tyranny of the "delete" button. Too many names and faces of cultural icons and watershed moments in our national cultural life, too many highlights of success and failure that are part of the maturing of our country's artistic soul, are recorded in the annals of the CCA.

Canada is more -- so much more -- than a country of natural resources. Canadians are more -- so much more -- than hewers of wood and drawers of water (and developers of oil sands). The CCA has born witness to the creativity of Canadians and been at the epicentre of our national arts and culture as no other organization has.

At the very least, its memory and legacy must be preserved.

Post AGM - a new CHRC Board of Directors

As happens every year, CHRC elected its new Board of Directors at its Annual General Meeting at the end of September. This year was different though. While in the past the Council's Board has numbered 18 to 20, this year it is down to 10, reflecting the tighter financial regime that CHRC finds itself under, with the closing down of the Sector Council Program in March 2013.

The Board members continue to represent each of the sub-sectors (visual arts and crafts, music and sound recording, writing and publishing, live performing arts, digital media, heritage, and film, television and broadcasting), a mix of workers and employers, and different regions across the country.

A new Advisory Committee has been named as a permanent committee to the Board, to ensure CHRC's ongoing connectivity with all parts of the sector.

Digital Media Content Creators - a picture emerging

The Competency Chart of a DM Team

Over the past few weeks, we have crisscrossed the country in a series of consultations with the Digital Media (DM) community, validating our DM Team competency chart with creators, producers and managers. When this step in the process is over, we will have met with the DM industry in Vancouver, Calgary, Saskatoon, Winnipeg, Toronto, Montreal, Halifax and St. John's. We seem to be on the right track. Recognizing that the process of conceiving, developing, producing and marketing a DM product is highly organic (not structured or hierarchical in the way the film industry is, for example), the approach of identifying skills through "functions" needed on a DM team (of 2 or of 20) is resonating with the industry. Though every meeting brings minor adjustments to the skills summary, and we incorporate as much as possible the full range of perspectives on a DM Team, grosso modo the chart remains the same. There is enthusiastic support for it. The DM industry understands the value of this consensus seeking exercise which will inform educators, employers and workers alike.

The end result will be a complex competency chart for the 3 streams of activity or "functions" on a DM Team: creation, project management, and business; and 3 more specialized charts for DM creators, project managers and producers.

Where Creativity Meets Technology in the Digital Economy: A Context Paper for Canada's Interactive Digital Media IndustryAs a back drop to our work on the DM Team competency chart, CHRC has released an insightful report which describes the intersection of technical and artistic skills in the DM industry: Where Creativity Meets Technology in the Digital Economy: A Context Paper for Canada's Interactive Digital Media Industry.

The findings of this report fully support the approach we are taking of describing a DM team as opposed to trying to pigeon hole the wide range of job titles and "occupations" in the industry.

"Canada must keep pace with evolving labour needs in an industry where artistic, technological and business skills are converging around innovative new products and services, and the adoption of new business models and markets....

Working professionals must have access to ongoing training opportunities to enhance their business, creative and technology skills. In this fast changing environment, businesses need continued opportunities to hone their business skills in marketing, sales and business affairs. Managers need cross-functional skills to lead interdisciplinary teams. This will assure that companies continue to develop cutting-edge original IP that is successfully commercialized, exploiting new market opportunities...

Teaching blended skill sets has become essential to prepare students for careers in the interactive digital media industry. Post-secondary training institutions must increase access to multidisciplinary skills development that responds to the new reality of blended artistic, technological and business skills needed to drive success in interactive digital media companies. Students also need exposure to "real world" learning through coop programs and other opportunities to work alongside professionals in companies...."

Meeting of the Provincial and Territorial Advisory Committee (PATAC)

We had our annual face to face PATAC meeting in Toronto, just before CHRC's AGM and Forum. It is always invigorating to get together with these colleagues from across the country who share our strong commitment to solving HR issues for artists, cultural workers and employers. We tackle issues together, we learn from each other's experiences, we share stories, and 'en famille' we talk openly about successes and failures. The meetings inevitably involve a "round table" review of PATAC partners' reports. Here are a few highlights from the September reports.

  • From WorkinCulture in Ontario: "We will be launching three e-learning courses in Marketing, People Management and Entrepreneurship and will charge a modest fee to participants. These courses are modular and more basic than CHRC's up-coming The Art of Managing Your Career and may serve as a lead in to that course. Also, we piloted two mentoring programs and are about to embark on our third working with ArtsBuild. This latest one will be for facilities managers. Our mentoring programs have been focused on mid and senior level in-career professionals working with volunteer mentors."

  • From CQRHC: "Il faut voir comment le CQRHC et la mutuelle le RFAVQ vont collaborer au volet du développement de l'expertise et des compétences. Louise Boucher croit que la Charte et le Profil de compétences du CRHSC est d'intérêt élevé pour rallier tous les créateurs et les entreprises autour du processus de conception-production-diffusion des arts numériques. Elle compte obtenir de Susan Annis une présentation au Québec pour parler de l'avenir du CRHSC. Aussi, la clientèle autochtone fera l'objet d'une attention particulière, pour voir comment les activités et les services du CQRHC seront utiles et utilisables. ... il est prévisible que les arts et les métiers traditionnels offrent un terrain convergent avec la mission du CQRHC. L'expérience du CRHSC et des membres du CAPET sera précieuse."

  • From the Saskatchewan Arts Board: "In partnership with ideas Inc in Saskatoon, the Saskatchewan Arts Board offered its second Creative Industries Entrepreneurship Course based on The Art of Managing Your Career. This 12 class course is augmented by 6 hours of individual coaching. The classes were held in Saskatoon and video conferenced to Regina for participants from the south. Sixteen participants were be accepted.

  • The Manitoba Federation of Non-Profit Organizations Inc. is developing a cross sector HR Hub program -- a peer network dealing with HR issues and access to a professional coach. The program puts cultural managers into a program with social services, youth serving agencies and health care agency managers. The first year pilot of this project is nearly complete and has proven to be a great success. A second cohort will be launched in the spring of 2013. Also, ACI Manitoba will be offering a Cultural HR course, in French, in St. Boniface during the winter of 2013.

A Visit to Fort McMurray

For a few years now, we have been reporting on a joint Education/Sector Council partnership project between some sector councils (including CHRC) and the Toronto District School Board. This has led to the development of course material for a grade 11 level business course based on The Art of Managing Your Career, prepared by the Ontario Ministry of Education.

The project has recently expanded its horizons and reached out to other school boards across the country. One of them, the Fort McMurray Public School District, seized the opportunity to work more closely with industry through or sector councils in the development and delivery of curriculum resources. Several sector council representatives (including CHRC) were invited to a full day exploration, with their teachers, principals and education bureaucrats, of the possibilities of working together to meet the needs of their students as they prepare to enter the workforce of the 21st century. Details of the day in Fort McMurray are in the ED's blog for October 31.

It is encouraging to see the importance that the FMPSD and the broader community, including Keyano College and the predominant oil sands industry, attach to the presence of arts and culture in their lives. They understand the important role the school system plays in seeding and nurturing the vital creative spirit of a thriving community. They were very interested in CHRC's materials -- particularly Careers in Culture and The Art of Managing Your Career.

CHRC's products earn praise in high places

We are pleased to read Joyce Zeman's recent comments on CHRC's materials. The former Director of the Canada Council and now Director of the MBA Program in Arts and Media Administration at the Schulich School of Business, York University has drawn attention to our work:
