HR Study Release

Over January and early into February (the very winter months when reason would say stay close to home and don't risk blizzards, snow storms and air travel!) CHRC hit the road, travelling to cities in each province to talk about the recently released HR Study. It was important from the Council's point of view that the sector be alerted to the Study's findings and recommendations in a timely way, in order to act on them and in concert with them. Our PATAC partners were wonderful hosts, arranging venues and inviting participants. The keen interest encountered at each stop assured us that HR issues are on everyone's agenda, and there will be ready collaboration on HR solutions with and among sector partners in the months to come.

In addressing the HR Study's 20 cross sectoral recommendations, CHRC was pleased to emphasize where follow up is already underway. For example:

Impact of Emerging Digital Technologies on the Cultural Sector

Full speed ahead

If the first two months of the year are any indication of what lies ahead at CHRC as we continue with the Impact Study, we are in for an intensely interesting year!

As planned, individual consultations with key representatives from all eight sub-sectors were initiated in mid-January and, at the time of this report, roughly 60 interviews had been conducted with about 30 more to go. The study's Steering Committee met in Toronto on February 25 to review progress to date and to provide input on the Interim Report that was prepared by the Nordicity Group. The intelligence garnered through the interviews and discussions with the Steering Committee will inform the validation process through five focus group meetings that are scheduled to take place across the country during March and April.

CHRC is on track with the study and already planning the Round Table that will take place mid-June, in Ottawa. Stay tuned!

Magazine Publishing

The Best Practice Guide

The big news on the Magazine Publishing front is the Best Practice Guide for Canadian Magazine Publishing, Editing and Writing. This groundbreaking document is the result of a highly consultative two-year process which brought together publishers, editors and writers to identify best practices to guide the publishing industry going forward. The Guide has been given the green light by Magazines Canada, The Canadian Magazine Editors Association and the Professional Writers Association of Canada as a "point de départ" for ongoing working relations between members of those three professional bodies. It will soon be released, once a French adaptation has been completed.

The Guide will serve as a model for others in the cultural sector who must parry relations between self-employed artists and employers - for example in the Visual Arts and Crafts.

Competency Chart and Profile

Progress has been made also in the development of a competency chart and profile for Magazine Publishing which are now in penultimate draft form. CHRC and the industry owe a big debt of gratitude to the Expert Working Group that volunteered 5 days of their time to meet with DACUM facilitator Pierre Morin to develop these invaluable tools. They will be used to create curriculum, develop job descriptions and identify training needs. They represent a big step forward for the industry in terms of understanding the skills needed in the magazine publishing function, and better preparing the workforce for it.

Online Courses

Early drafts of the 4 online courses that are being developed on digitization in the areas of editorial, production, advertising and circulation in magazine publishing are very encouraging. These will be immensely helpful training tools for practicing magazine publishers who are facing digitization "on the run". The content will be validated by a roundtable of magazine publishers and educators in June, and will be delivered as pilot training in September by Magazines Canada. Thereafter, the courses will be available to training providers across the country (e.g. universities, colleges and professional associations) who are preparing emerging magazine publishers, and providing professional development to practicing magazine publishers.

Pilot Workshops

Pilot Workshops on Rights Management in the Music Industry

Work is going apace on a very much needed pilot workshop on Rights Management 101. Music industry expert consultants Jodie Ferneyhough and Diane Lamarre have been engaged by CHRC to create the workshops, including an online component, based on CHRC's comprehensive Rights Management in the Music Industry course content documents. The first pilot workshops will be delivered in April to Music Manitoba and at the ECMAs. Other venues will be announced as they are confirmed. There will be six pilots offered, after which the workshops will be available to training providers including universities, colleges and professional associations.

Pilot Workshops for the Film and Television Industry

As announced in the last e-newsletter, CHRC is also preparing to offer pilot workshops in English and in French on Business Skills for Film and Television Producers, based on course content developed with CFTPA BC in 2008; and, in collaboration with WIFT in Toronto, to offer a much anticipated course on Production Accounting Skills.

Pilot Workshops for the Digital Media Industry

And finally in its series of pilot workshops, CHRC is convening its Digital Media Steering Committee to oversee the development of a workshop on Project Management and Business Skills for Digital Media Producers. Again and again, CHRC hears that the big skills gap in the DM industry is in the area of management. This workshop will help to address the gap, and also to reinforce the training that DM content creators are getting at the university and college levels which at this time lack vital project management and business components.

ACE membership

ACE (the Association of Cultural Executives) is moving on. After providing an important gathering space for cultural executives over many years, and helping to create a vital community of interest around cultural management, the organization announced in a recent letter to its members that "effective January 1, 2011 ACE will begin winding up operations".

CHRC will be the new home for ACE's legacy, including ACE members who wish to take advantage of a free year's CHRC membership; and the very popular which will move to CHRC's management and continue to offer its invaluable service to the sector and policy makers. ACE has recognized that "CHRC is in an excellent position to continue to develop our field and through putting our resources behind CHRC, both that organization and our sector will be stronger."

CHRC congratulates and thanks the founders and supporters of ACE over the many years that it has served the sector. It is an honour and a privilege to continue ACE's excellent work, and CHRC assumes that responsibility with pride and commitment.

The Screen Industries Research and Training Centre - Best Practice!

The Screen Industries Research & Training (SIRT) is an applied research/technology development/training/commercialization centre that helps link Sheridan College faculty, staff, and students and other Ontario academic and research institutions with Ontario's screen-based industries. The SIRT aims to become a site for delivery of educational offerings including program curriculum for Sheridan students and educational training modules for industry professionals.

The Centre, in partnership with I.A.T.S.E. 667, FilmOntario, ACTRA - Toronto & DGC - Ontario, has received funding from the Ontario Media Development Corporation's Entertainment and Creative Cluster Partnerships Fund to set up a Regional Training Organization (RTO) for the Film and Television industry in Ontario. The industry's national strategy Fast Forward identified the need for RTOs across the country at the provincial and regional levels, and they are taking shape.

Congratulations to all the film industry partners who have collaborated so successfully to create an RTO in Ontario which will shine an important light on provincial training needs and solutions and be a valuable contributor to the national training conversation.

Finding educators in the Visual Arts - a useful HR tool

Check out a new tool to help find educators in the visual arts. This website identifies who teaches what by area of specialization, by province and by school. It looks at approximately 200 colleges, institutions and universities and lists the courses that make up each art and art-related program offered in Canada.

The Art of Managing Your Career (AMYC) is a business and career skills training program designed for Manitoba artists. Created in part with the Cultural Human Resources Council, this pilot program was developed by ACI Manitoba since September 2009 to be multidisciplinary in nature and targeted to self-employed artists with an ongoing, established arts practice. Since its pilot in January 2009, 4 AMYC sessions have been completed with an expected 5 more to run in the immediate future. 45 artists have graduated from AMYC that specialize in disciplines such as visual arts and crafts, writing, music performance and composition, fashion design, new media, graphic design, film, theatre and performance art. Attendance and class participation was regularly and remarkably strong, and in evaluations, the students reported that they had made progress towards every single one of the course's stated objectives, particularly those having to do with attitudinal changes, self-awareness, knowledge of resources, preparedness, etc. The AMYC Program has met a very strong need in the community and it is clear that the potential impact of this course on the community of individual artists in Manitoba is extremely high. In all, AMYC has proven itself to be a consistent and tremendous success.
